DBRS Morningstar Upgrades and Confirms Ratings on Cartesian Residential Mortgages Blue S.A.

DBRS Ratings GmbH (DBRS Morningstar) took the following rating actions on the notes issued by Cartesian Residential Mortgages Blue S.A. (the Issuer):

-- Class A Notes confirmed at AAA (sf)
-- Class B Notes confirmed at AAA (sf)
-- Class C Notes upgraded to AAA (sf) from AA (high) (sf)
-- Class D Notes confirmed at AA (high) (sf)
-- Class E Notes upgraded to AA (sf) from AA (low) (sf)

The ratings on the Class A, Class B, and Class C Notes address the timely payment of interest and the ultimate repayment of principal on or before the legal final maturity date in July 2044. The ratings on the Class D and Class E Notes address the ultimate payment of interest and principal, and the timely payment of interest when they become the senior-most class of notes outstanding.

The rating actions follow an annual review of the transaction and are based on the following analytical considerations:
-- Portfolio performance, in terms of delinquencies, defaults, and losses, as of the April 2023 payment date.
-- Portfolio default rate (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables.
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels.

The Issuer is a securitisation of first- and subsequent-ranking Dutch residential mortgage loans secured over properties located in the Netherlands. The mortgages were originated by GE Artesia Bank through Quion 10 B.V., Ember Hypotheken 1 B.V., and Ember Hypotheken 2 B.V. The portfolio is serviced by Ember VRM, with Quion Hypotheekbemiddeling B.V., Quion Hypotheekbegeleiding B.V., and Quion Services B.V acting as the subservicers.

PORTFOLIO PERFORMANCE
As of 31 March 2023, loans two to three months in arrears represented 0.3% of the outstanding portfolio balance, up from 0.0% in April 2022. Loans more than three months in arrears represented 0.0% of the outstanding portfolio balance, down from 0.2% in April 2022. The cumulative default ratio was 0.0%.

PORTFOLIO ASSUMPTIONS AND KEY DRIVERS
DBRS Morningstar conducted a loan-by-loan analysis of the remaining pool of receivables and updated its base case PD and LGD assumptions at the B (sf) rating level to 3.0% and 9.9%, respectively.

CREDIT ENHANCEMENT
As of the April 2023 payment date, credit enhancement to the Class A, Class B, Class C, Class D, and Class E Notes was 21.1%, 17.5%, 12.7%, 8.1%, and 5.0%, respectively, up from 18.4%, 15.3%, 11.1%, 7.1%, and 4.3%, respectively, in April 2022. Credit enhancement consists of subordination of the junior notes.

The transaction benefits from an amortising Senior Reserve Fund, which covers senior fees, senior swap payments, and interest on the Class A and Class B Notes. It is currently funded to its target level of EUR 1.1 million, equal to 0.9% of the outstanding collateral balance. The transaction also consists of separate nonamortising Class C, Class D, and Class E Reserve Funds, which cover interest payments on the Class C, Class D, and Class E Notes, respectively. The Class C, Class D, and Class E Reserve Funds are each funded to their target level of EUR 0.7 million, equal to 0.3% of the original collateral balance.

Citibank Europe plc - Luxembourg Branch (Citibank) acts as the account bank for the transaction. Based on the DBRS Morningstar private rating of Citibank, the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the account bank to be consistent with the rating assigned to the Class A Notes, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.

NatWest Markets Plc acts as the swap counterparty for the transaction. DBRS Morningstar's public Long-Term Critical Obligations Rating of NatWest Markets Plc at A (high) is consistent with the First Rating Threshold as described in DBRS Morningstar's "Derivative Criteria for European Structured Finance Transactions" methodology.

ENVIRONMENTAL, SOCIAL, GOVERNANCE CONSIDERATIONS
Social (S) Factors
DBRS Morningstar considers that the Nationale Hypotheek Garantie (NHG) guarantee which is backing 1.7% of the current collateral pool is a relevant social factor (Social Impact of Product & Services) as outlined in the “DBRS Morningstar Criteria: Approach to Environmental, Social, and Governance Risk Factors in Credit Ratings”. DBRS Morningstar assumed reduced loss severity for loans backed by an NHG guarantee as outlined in its “European RMBS Insight: Dutch Addendum” methodology. This is credit positive, but does not materially affect the rating given the limited portion of NHG-backed loans in the collateral pool. There were no Environmental/Governance factors that had a significant or relevant impact on the credit analysis.

The last rating action on this transaction took place on 12 May 2022, when DBRS Morningstar confirmed its ratings on the Class A, Class B, and Class C Notes at AAA (sf), AAA (sf), and AA (high) (sf), respectively, and upgraded its ratings on the Class D and Class E Notes to AA (high) (sf) and AA (low) (sf), respectively, from AA (low) (sf) and A (low) (sf), respectively.

Sensitivity Analysis: To assess the impact of changing the transaction parameters on the ratings, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the ratings (the Base Case):

-- DBRS Morningstar expected a lifetime base case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base case assumptions and therefore have a negative effect on credit ratings.
-- The base case PD and LGD of the current pool of loans for the Issuer at the B (sf) rating level are 3.0% and 9.9%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base case assumption. For example, if the LGD increases by 50%, the rating of the Class A Notes would be expected to remain at AAA (sf), assuming no change in the PD. If the PD increases by 50%, the rating of the Class A Notes would be expected to remain at AAA (sf), assuming no change in the LGD. Furthermore, if both the PD and LGD increase by 50%, the rating of the Class A Notes would be expected to remain at AAA (sf).
