DBRS Morningstar Discontinues Ratings on Finsbury Square 2019-2 plc

DBRS Ratings Limited (DBRS Morningstar) discontinued its ratings on the Class A, Class B, Class C, Class D, and Class E notes (together, the Notes) issued by Finsbury Square 2019-2 plc (the Issuer).

The discontinuations reflect the full repayment of the Notes on the 16 September 2022 payment date, following the exercise of optional redemption by the Issuer on the Call Option Date.

Prior to their repayment, the ratings and the outstanding principal balance of the Notes were as follows:
-- Class A notes at AAA (sf) with an outstanding principal balance of GBP 135,160,572.49.
-- Class B notes at AA (high) (sf) with an outstanding principal balance of GBP 20,924,975.43.
-- Class C notes at AA (high) (sf) with an outstanding principal balance of GBP 16,274,980.89.
-- Class D notes at A (high) (sf) with an outstanding principal balance of GBP 12,786,984.98.
-- Class E notes at BBB (sf) with an outstanding principal balance of GBP 5,812,993.17.

ENVIRONMENTAL, SOCIAL, GOVERNANCE CONSIDERATIONS
Social (S) Factors
DBRS Morningstar considered the presence of loans granted within the help-to-buy government scheme to be a relevant social factor (Social Impact of Product & Services) as outlined within the framework – “DBRS Morningstar’s Approach to Environmental, Social and Governance Risk Factors in Credit Ratings”. These loan products affect negatively the credit risk of the portfolio due to lower borrower quality and higher loan-to-value. Given the limited portion in the portfolio of this product, DBRS Morningstar deems that the social factor is a not key driver of the loss assumptions and has no impact on the ratings levels achievable.

There were no Environmental/Governance factors that had a significant or relevant effect on the credit analysis.

In DBRS Morningstar’s opinion, a discontinued-repaid rating action does not warrant the application of the entire principal methodology, as the bond has been repaid in full.

DBRS Morningstar did not rely upon third-party due diligence in order to conduct its analysis.

At the time of the initial ratings, DBRS Morningstar was supplied with third-party assessments. However, this did not impact the rating analysis.

DBRS Morningstar considers the data and information available to it for the purposes of providing these ratings to be of satisfactory quality.

The last rating action on this transaction took place on 1 February 2022, when DBRS Morningstar upgraded its ratings on the Class C, Class D, and Class E notes to AA (high) (sf), A (high) (sf), and BBB (sf), respectively, from A (high) (sf), BBB (high) (sf), and BB (high) (sf), respectively, and confirmed its ratings on the Class A and Class B notes at AAA (sf) and AA (high) (sf), respectively.
