DBRS Morningstar Confirms Ratings on PCL Funding V PLC
Consumer Loans & Credit CardsDBRS Ratings Limited (DBRS Morningstar) confirmed its ratings on the notes issued by PCL Funding V PLC (PCL 5) as follows:
-- Series 2021-1 Class A Notes (Class A Notes) at AAA (sf)
-- Series 2021-1 Class B Notes (Class B Notes) at A (high) (sf)
-- Series 2021-1 Class C Notes (Class C Notes) at BBB (high) (sf)
The ratings on the notes address the timely payment of interest and the ultimate payment of principal on or before the legal final maturity date in October 2025.
The confirmations follow an annual review of the transaction and are based on the following analytical considerations:
-- Portfolio performance, in terms of delinquencies, defaults, losses, payment rate, and excess spread;
-- Updated probability of default (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables; and
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels.
PCL 5 is part of Premium Credit Limited’s (PCL) securitisation programme, which is structured as a master trust. The assets securing the notes are a revolving portfolio of commercial and consumer financing agreements that PCL originated primarily in the United Kingdom for the purpose of financing non-life insurance premiums, sport and leisure membership fees, professional membership fees, and private school tuition. The revolving period for PCL 5 is scheduled to end in October 2023, with the legal final maturity date following two years after the termination of the revolving period.
PORTFOLIO PERFORMANCE
As of the March 2022 payment date, the 13-week average delinquency, default, and payment rate ratios were 0.9%, 0.4%, and 4.9%, respectively. The delinquency and default ratios are below their respective performance trigger levels of 3.75% and 2.25%, respectively, while the payment rate ratio is above its respective performance trigger level of 3.5%.
PORTFOLIO ASSUMPTIONS AND KEY DRIVERS
DBRS Morningstar conducted an analysis of the revolving pool of receivables and maintained its base case PD and LGD assumptions at 14.1% and 18.0%, respectively. DBRS Morningstar’s analysis reflects an assessment of the worst-case collateral pool in accordance with the concentration limits and incorporates default risks related to the obligor, insurance carrier, and/or intermediary.
CREDIT ENHANCEMENT
The credit enhancements to the Class A, Class B, and Class C Notes are 14.5%, 8.5% and 5.5%, respectively, stable since the DBRS Morningstar initial ratings due to the transaction’s revolving period, and are provided by the subordination of junior classes. The Class A, Class B, and Class C Notes also benefit from a reserve fund sized to cover three months of senior fees and stressed interest payments, as well as excess spread.
HSBC Bank plc (HSBC) acts as the asset trust and issuer account bank for the transaction. Based on DBRS Morningstar’s private rating on HSBC, the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the account bank to be consistent with the rating assigned to the Class A Notes, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.

At the time of the initial ratings, DBRS Morningstar was not supplied with one or more third-party assessments. However, this did not impact the rating analysis.

To assess the impact of changing the transaction parameters on the ratings, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the ratings (the Base Case):
-- DBRS Morningstar expected a lifetime base case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base case assumptions and therefore have a negative effect on credit ratings.
-- The base case PD and LGD of the current pool of loans for the Issuer are 14.1% and 18.0%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base case assumption. For example, if the LGD increases by 50%, the rating of the Series 2021-1 Class A Notes would be expected to fall to AA (high) (sf), assuming no change in the PD. If the PD increases by 50%, the rating of the Series 2021-1 Class A Notes would be expected to fall to AA (high) (sf), assuming no change in the LGD. Furthermore, if both the PD and LGD increase by 50%, the rating of the Series 2021-1 Class A Notes would be expected to fall to A (high) (sf).
