DBRS Morningstar Confirms Ratings of Proteus RMBS DAC
RMBSDBRS Ratings GmbH (DBRS Morningstar) confirmed its ratings of the notes issued by Proteus RMBS DAC (the Issuer) as follows:
-- Class A at AAA (sf)
-- Class B at AA (high) (sf)
-- Class C at AA (low) (sf)
-- Class D at A (sf)
-- Class E at BBB (sf)
The rating on the Class A notes addresses the timely payment of interest and ultimate payment of principal on or before the legal final maturity date in October 2054. The ratings on the Class B, Class C, Class D, and Class E notes address the ultimate payment of interest and principal on or before the legal final maturity date.
The confirmations follow an annual review of the transaction and are based on the following analytical considerations:
-- Portfolio performance, in terms of delinquencies, defaults, and losses as of the October 2020 payment date;
-- Probability of default (PD), loss given default (LGD), and expected loss assumptions on the remaining receivables;
-- Current available credit enhancement to the notes to cover the expected losses at their respective rating levels;
-- Current economic environment and an assessment of sustainable performance, as a result of the Coronavirus Disease (COVID-19) pandemic.
The Issuer is a securitisation of Irish residential mortgages originated by Danske Bank A/S and serviced by Pepper Asset Servicing (PAS). The transaction closed in December 2018 with the proceeds used to refinance the notes originally issued by the Issuer in December 2017. The EUR 1,578.4 million portfolio at closing consisted of mortgages for both owner-occupied properties (74.3% of the initial pool balance) and buy-to-let properties (25.7%).
PORTFOLIO PERFORMANCE
As of the October 2020 payment date, as reported in the investor report, loans one month and two months in arrears represented 0.5% and 0.3% of the outstanding portfolio balance, respectively, while loans greater than three months in arrears amounted to 1.0%. While the quarterly investor reports do not report any periodic defaults since closing, per the loan-level data provided as of 30 September 2020, loans representing 1.0% of the current outstanding pool balance have defaulted since transaction closing.
PORTFOLIO ASSUMPTIONS AND KEY RATING DRIVERS
DBRS Morningstar conducted a loan-by-loan analysis of the remaining pool of receivables and has updated its base case PD and LGD assumptions to 4.5% and 32.6%, respectively.
CREDIT ENHANCEMENT
The subordination of the respective junior obligations and the general reserve fund provide credit enhancement to the notes. As of the October 2020 payment date, credit enhancement to the Class A notes increased to 30.2% from 27.5% at the time of the previous annual review 12 months ago; credit enhancement to the Class B notes increased to 23.3% from 21.4%; credit enhancement to the Class C notes increased to 18.3% from 16.9%; credit enhancement to the Class D notes increased to 14.6% from 13.6%; and credit enhancement to the Class E notes increased to 11.4% from 10.8%.
The transaction benefits from a general reserve fund that is available to cover senior expenses, interest payments on the rated notes, and to clear debit balances on the principal deficiency ledgers of the rated notes. As of the October 2020 payment date, the general reserve fund was at its target balance of EUR 3.95 million. The general reserve fund is expected to begin amortising in January 2021. The liquidity reserve fund remains unfunded, unless there is a specific shortfall on the general reserve fund on the January 2021 payment date, in which case it is to be funded to 4.0% of the Class A notes balance at closing.
Citibank Europe plc acts as the account bank for the transaction. Based on the DBRS Morningstar Long-Term Issuer Rating of Citibank Europe plc at AA (low), the downgrade provisions outlined in the transaction documents, and other mitigating factors inherent in the transaction structure, DBRS Morningstar considers the risk arising from the exposure to the account bank to be consistent with the ratings assigned to the notes, as described in DBRS Morningstar's "Legal Criteria for European Structured Finance Transactions" methodology.

The Coronavirus Disease (COVID-19) and the resulting isolation measures have caused an economic contraction, leading to sharp increases in unemployment rates and income reductions for many borrowers. DBRS Morningstar anticipates that delinquencies may continue to increase in the coming months for many RMBS transactions, some meaningfully. The ratings are based on additional analysis and adjustments to expected performance as a result of the global efforts to contain the spread of the coronavirus. For this transaction, DBRS Morningstar increased the expected default rate for self-employed borrowers, a moderate decline in residential property prices, and conducted additional sensitivity analysis to determine that the transaction benefits from sufficient liquidity support to withstand high levels of payment holidays in the portfolio.

To assess the impact of changing the transaction parameters on the ratings, DBRS Morningstar considered the following stress scenarios as compared with the parameters used to determine the ratings (the base case):
-- DBRS Morningstar expected a lifetime base-case PD and LGD for the pool based on a review of the current assets. Adverse changes to asset performance may cause stresses to base-case assumptions and therefore have a negative effect on credit ratings.
-- The base-case PD and LGD of the current pool of loans for the Issuer are 4.5% and 32.6%, respectively.
-- The risk sensitivity overview below illustrates the ratings expected if the PD and LGD increase by a certain percentage over the base-case assumption. For example, if the LGD increases by 50%, the rating of the Class A notes would be expected to remain at AAA (sf), ceteris paribus. If the PD increases by 50%, the rating of the Class A notes would be expected to decrease to AA (high) (sf), ceteris paribus. Furthermore, if both the PD and LGD increase by 50%, the rating of the Class A notes would be expected to decrease to AA (sf).
